It means the US made a deal with Saudi Arabia and the Gulf countries to be the exclusive supplier of the oil for the world's economy. Basically it means that. This made the USA Inc. 'king of the world' and 'dictator of the world'. It made the Gulf countries filthy rich. This dictatorial control may be why the European countries were trying to move away from that and create a 'clean green economy' that did not rely on oil, and more importantly was not stuck under the 'world dictator'. Most presidents have hidden any 'world dictator" status, but Trump is right out there in the open showing exactly what it is. Naturally other countries were not happy with this arrangement.
